Crisis Response
Members of the Institution of Royal Engineers, alongside other Professional Bodies and companies respond to, and mitigate the impact of a variety of challenging scenarios from around the world.
The below webinar, is available to members only, and details the exploration, planning and explosive demolition needed to recover a trade route to a vital USA port.
The presentation was prepared by Col Robert McTighe (USACE) and delivered by COL Estee Pinchasin (USACE) and Mark Loizeaux (Controlled Demolitions Inc).
With the increase in climate change activities across the globe, the United Kingdom (UK) is seeing a dramatic increase in extreme weather events impacting national infrastructure and UK businesses. The Institution of Royal Engineers (InstRE) on behalf of the Construction Industry Council (CIC), is looking to engage with response agencies, planners, and affected industry groups to assist in planning their response to extreme weather events.
Using a cooperative approach, the InstRE aim to assist organisations in reducing their risk exposures to extreme weather events, to decreased demand on the nation’s response services and the impact on wider society.
InstRE Members have been crucial in supporting the national response to UK flooding and the COVID-19 pandemic, provided disaster relief worldwide, worked alongside the United Nations assisting refugees and continue to collaborative support NATO Allies right across the global. The InstRE is keen to bring this wealth of experience to help mitigate climate change impacts, working as a supportive friend and in a collaborative and cooperative approach.
The InstRE can help with critical planning, reviewing strategies, linking organisations to partners within climate emergency response and horizon scanning to assist in long-term risk mitigation. InstRE Extreme weather emergency response planning:
To assist organisations and institutions address the increasing impacts of climate events on their operations, and to assist in recovering from extreme weather events the InstRE has compiled guidance on how to plan for, operate with and rapidly recover, when events occur. This short guide document covers the key areas of planning for extreme weather events to place organisations on the best foot to understand how events will impact business as usual, and how to mitigate these impacts to protect life, businesses and local residents.
Extreme weather response planning estimate tool:
Based on the militaries 7 question approach, these estimate tool is designed to lead teams though the planning and briefing process, setting implementation time lines, allocating resources and enabling organisational wide communication against set planning timelines. The InstRE SF are available to support the implementation of this tool and train organisations in its methodology.

InstRE and ICE – Flooding Response and Recovery
The Joint Professional Meeting (JPM) between the Institution of Royal Engineers (InstRE) and the Institution of Civil Engineers considered military and civilian approaches to flooding.
As climate change continues to impact the environment, organisations and agencies have needed to adapt their crisis response options in a dynamic way; this has required increased investment, cultural and institutional change, as well as closer partnerships to ensure a better outcome.
The JPM provided a platform to examine developments and improvements in reactions to flooding emergencies over the last ten years using international and domestic examples.
Presentations examined the evolved challenges faced by the Environmental Agency, military engineers, and the wider engineering profession as a result of facing more extreme weather conditions, the resilience measures required, how entities are preparing to tackle new threats, and what the future might hold. The meeting culminated in a panel and Q&A session.
In collaboration with the InstRE, this event built on ICE’s commitment to encourage engineers to live, breathe and deliver on the United Nations’ Sustainable Development Goals. By embedding the Sustainable Development Goals into the way we plan, design, and manage our infrastructure, we can improve the way we deliver these interventions to strengthen communities, create solid economic foundations, and live up to our responsibilities on climate change and the environment.
